Why is every country except Japan able to move forward. It cannot help the situation. Japan must get in line with world opinion.

You are looking at it wrong way round. It is Japan that is evil bastard and wrecking good chance of detente. Japans not wanted to pay money to North Korea because it is not want for North Korea to give up weapons. Japan wants to build more weapons.

It seems to be a North korean strategy to use diplomatic 'discussions' in public in order to push the issue - and to push a wedge between Japan and the US.

But I would assume that the US is aware of the different tactics North Korea uses. Perhaps it is in the US interests to expediently resolve the nuclear issue, despite a threat to Japanese interests?

The Bush Administration is just desperate for a foreign policy victory (even though its a charade) and probably figure they can sell out Japan's interests in regards to the kidnapping issue without any consequences.
