Declaration on the advancement of South-North Korean relations, peace and prosperity

On 4 October 2007 Kim Jong-Il and Roh Moo-Hyun signed the Declaration on the Advancement of South-North Korean Relations, Peace and Prosperity. The Declaration, containing 1240 words revolves around 8 key points. The key points include:

  1. unification policy - reiteration of support for the June 15 Declaration
  2. inter-Korean relations -  including mutual respect and trust, non-interference in domestic affairs, promotion of institutional compatability, and proactive pursuit of dialogue and contacts with specific reference to dialogue between their respective legislatures.
  3. military measures - promotion of non-aggression and dialogue, specifically the aim to hold talks between Defense Ministers (November in Pyongyang) to discuss (i) the designating of a joint fishing area in the West Sea; and (ii) to discuss measures to build military confidence, including security guarantees for various cooperative projects.
  4. armistice agreement - agreement to convene the leaders of the three or four parties directly concerned to declare an end to the war. Also mentions support for the 13 February Agreement at the Six Party Talks.
  5. economic cooperation - investment in infrastructure, development of natural resources, establishment of a peace and economic cooperation zone in Haeju and the Han River estuary, agreement to discuss repairs of the Gaeseong-Sinuijiu Railroad and the Gaeseong-Pyonyang Expressway, establish cooperative complexes for shipbuilding in Anbyeon and Nampo, upgrading of the status of the Inter-Korean Economic Cooperation Promotion Committee to a Joint Committee for Inter-Korean Economic Cooperation at Deputy Prime Minister level.
  6. Miscellaneous cooperation - including joint cheering squad for Olympics, cooperation in social sciences and humanities and establishment of direct flights between Seoul and Mt. Baekdu.
  7. Humanitarian issues - promotion of the regularization of separated families meetings, cooperation in emergencies and humanitarian situations.
  8. Miscellaneous - cooperation to promote Korea and Koreans internationally

Also agreed was the need to regularize Summit meetings and increase their frequency.

Also agreed was the holding of an inter-Korean Prime Minister level talks in Seoul during November 2007 to implement the Declaration.
