From korea.net: the following is the gist of the agreement issued Friday (Nov. 16) after the three-day talks between the prime ministers of two Koreas in Seoul.
- South and North Korea will establish the Yellow Sea Special Zone for Peace and Cooperation.
- South and North Korea will commence in the first half of 2008 the establishment of a joint fishing area in the Yellow Sea.
- South and North Korea will start in 2008 working on the improvement and repair of the Gaeseong-Pyongyang highway and Gaeseong-Shinuiju railway. On-site investigation will be launched within this year.
- South and North Korea will work together to repair the routes for the Gyeongui Railway Line, on which a joint 2008 Beijing Olympic cheering team will be dispatched.
- South and North Korea will finish the first-stage development of the Gaeseong Industrial Complex as soon as possible and start on-spot investigation for the second-stage development within December this year. Two Koreas will enter upon the second-stage development within 2008.
- South and North Korea will launch the cross-border railway service connecting South Korea’s Munsan and the North’s Bongdong on Dec. 11.
- South and North will improve the formalities within this year to allow easier passage for South Korean officials and will this year start installing the Internet, and wire and wireless telephone access to Gaeseong.
- South and North Korea will launch a high-level economic dialogue headed by deputy prime ministers and hold the first meeting on Dec. 4-6.
- South and North Korea will hold working-level talks at Gaeseong in December to discuss the establishment of the direct flight from Seoul to Baekdusan.
- South and North Korea will hold regular prime ministerial talks every six-months.
